  1. OPEC determines oil prices. Biden or Trump had little to do with it.

  2.  @tompain2751  Oil companies are privately owned. The president has little, if anything, to do with the oil supply or prices. What did cause "fluctuations" and did affect the oil supply was that cold snap they had in Texas. Texas was caught with it's pants down on that one.
