Because that is not happening. Biden said he was going to prioritize help to the cities (trying to stop the protests) . "We’re going to make a concerted effort to help small businesses in low-income communities in big cities, small towns and rural communities that have faced systematic barriers to relief.” He didn't say anything about excluding one-whites. Regarding the riots, will helping inner city businesses, so they employ people, help or hurt? You seem to have a basic misunderstanding of how things work. Regarding limiting funds - look into how the Trump administration tried to cut back on food stamps. "President Trump’s 2021 budget proposes to cut the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) by more than $180 billion — nearly 30 percent — over the next ten years by radically restructuring how benefits are delivered, taking SNAP away from millions of adults who are not working more than 20 hours a week, and reducing benefits for many other households. The difference was Obama managed to sustain it for the longest economic expansion in US history. Trump sustained it for three years and then the bottom fell out.
