  2. The "forests" are residential neighborhoods. These neighborhoods each have their own water systems. It's not as simple as you think. Wildfires in 100 mph winds aren't going to be put out with fire hoses anyway.

That reservoir made no difference, for one thing, it was down due to contamination. They maintain them during what is supposed to be the "rainy season" (winter). Climate change resulted in historic drought this year. Last year they had flooding. Secondly, their hydrant system was designed for residential fires.
