  3.  @JinKee  As JohnE said, manufacturers need it right away. There is already a chip shortage and foundries are in business to make money off of their investment in the EUV machines, unlike consumers and their phones where upgrades are more of a luxury/status thing.

  5. Anything state controlled is inefficient in properly distributing things to where they're both needed and wanted in a timely manner. China's overcapacity problem and their need to dump products in foreign markets is the result of socialist inefficiency. The CCP subsidies to sectors based on what's currently hot and fails to perceive when the world has moved on.
