This is why it is difficult to compare anything across countries. You must first have the same definition. There is a big difference between countries that still count those that they shelter in a free motel room for months while waiting for subsidized housing and those who would only count those who are "sleeping rough" out on the sidewalks. Likewise, there is a big difference between those who refuse services because they don't want to abide by any rules and those who will welcome the chance to get back on their feet. Unless all countries agree on what counts as homeless, comparing statistics across nations is meaningless!
