  1. Not yet, we don't know for sure that that will work, and we need to consider the possibility that if it comes it will come too late to prevent the problem. Pragmatically, no modern society would be okay with that route, and morally, depending on the details, it could be entirely unacceptable. There are worse things than demographic collapse and institutionalising an atrocity could be one of those worse things, depending on how it functions in practice.
