  3. much depends on particular persons working in the departments, in addition to funding aviable. Here they have been lucky with a great Sheriff, smart and pro-active

  10. The home and grown ups around the children are essensial for sure, and can make a big difference and make the children have a better chance doing alright, I agree. Parents can do their best, and be the best, but also the neighbourhood, the school and so on are a part of the childs upbringing, like it or not. And children can be borned with 'defaults' making it hard to them stay out of trouble, even being raised in best of homes, and the best of parents. In the end on just never 100% know what it becomes of the children, one can cross the fingers and just hope for the best.

  13. @ Alright. Other options; what if it's a rental? Does the race of the CEO of the rental company come up? 'No lights, 108 mph in a 55 zone, all over the road..likely intoxicated...wait wait..damn..the owner is not black...can't stop it, let it go'

  15. When coming up behind, they actually do not know what race. They do not have a radar vision. It's sadly a fact that there are relatively more crime among some groups than others. It is what it is. Police will try focus their limited resources.
