  3. The country is a oligarchy, a few families, a small elite, in control of the majority of the capital and resources. It's not in these peoples interest to develop the country in a way that the inhabitants in general get a higher standard of living, part of the resources, than just being able to get by day to day. It'sin the ruling elite's interest to keep the people down, to keep the current system going the way they want
