  1. I guess the ukrainian millitary is too busy focusing at the frontline, not wanting to spend time and money for such symbolic small drone attacks on Moscow. Can potensially be sent from within Russia by partisans, with support by Ukraine, if too long doing it from Ukraine. To such groups this can have great symbolic value. Can also been staged by the russians. Who did what, maybe not so important, but shows stuff are going on and tentions going up

  4. There were no terrorism in Russia from Ukraine and the western borders before Russia invaded their neighbour country. No it's a war and whole of Russia is a legal target.

But I guess the ukrainian millitary focus at the frontline, and likely let partisans deal with these kind of small operations within russia, in order to create some unrest among people. some claims it's staged by the russians, but I think if so they would possible made a coupple of the drones make a bigger impact than just some scratched on a building, but more like partly destroy some empty building
