  1. It's just to have a look at the majority of medium/smaller cities and towns of Russia, where millions of Russians are living in old buildings, lacking maintenence. Many are not so happy the regime is spending billions in Ukraine instead of in their own country. The regime build up a section of Mariupol to showcase on the state run media, trying to state that 'everything is according to plan and great success'.

  4. The construction going on is symbol politics from the russian regime. There are thousands of run down towns around Russia, but they do not got the attention from the Russian regime. Many russians are not too happy about the leadership spending billions in ukraine and not at home

It's a part of the city being rebuilt by the regime in order to showcase it on the state media outlets, trying to convince the russian audience that 'everything is according to plan') Thousands of russian cities back home got buildings in bad conditions, but they can just dream about getting any money in the amounts that are spent in Ukraine, sadly.
