To Trump it's the threath that is of importance, not to get to the point actually put the tariff

  34. By default it's the US importer that pays the tariffs to the US customs. Or else there must be a system sending the bill to the manufacturer in China.

Tariffs are no good for domestic consumers, but also no good to manufacturers abroad, as they potentially can lose sales. The threaths works, countires do not like to hear about it

  44. Trumps threaths about tariffs anyway seems to have an effect, foregin trader partners do not like to hear it as they know they will have less sales. Default option is the importer paying the tariff, and next bring most of it furter to the consumer. It an potentially also happen an US importer will be able to force the manufacturer to pay the tariff, r part of it, reduce their prices/profit. Which again can lead to lower quality products.
