There are issues like rich Californians handing lots of momey to enviromental organiazations stopping plans for forest cleaning, supplying water to reservoirs, new reservoirs, due to laws making them able to interfer. It's complex.

  4. Rich Californian citizens also 'helping out' by doing huge donations to enviromental organizations being able to stop plans regarding cleaning forests, building and filling up more water reservoirs...among else. It's not easy leading that state, lots of internal resistance too

  14. difficult to transport enough snow from the mountains all the way to the fires, sadly. Snow from the mountains could indirectly help fill up water reservoirs over time that can be located near the city, and used in emergency situations like this. There are Californians trying to stop the government from building of water reservoirs, due to enviromental reasons. It's a complex issue

It a complex issue running that state, with a lot of wealthy inhabitants working against much of what you wish to do to try improve the general situation. All in all, the majority of Californians elect these people, they get nothing better than they deserve
