  3. Kherson city and the north region was the 'jewel' the terorists had to withdraw from. The southern part is more of vasteland and dessert, they are withdrawing major part of troops from there and further eas, beyond the reach of Himars

They first have to fight and break away from the russian influence and occupation, then start getting build up democracy and so on. It's a process
