  10. Putin suppoerted rebels in Donbass started a war against the Ukrainian government. Sadly, as in all wars, civilians get trapped in war zones. Ukraine was a country with limited resources compared to Russia in start of war 2014. No point in vasting valuable weapons on directly targeting it's own civilians.
