Large part of russians lives in the past, where ww2 was 'a couple of years ago' and nazies in the west again build up and prepare to invade 'any day', much thanks to the nonstop state propaganda. Dicators often like to try justify to their people why they have to be 'rulers for life'. Big parts of the country's incomes goes to millitary and in the pockets of a small elite, while large part of the people lives in powerty. The excuse is Nato/nazies wants to invade anytime.
