originally the majority of people in all the regions looked at themself as ukrainian, and did not look at russia as a better solution. After Putins guy in Kiev was kicked out in 2014, he started supporting a minority group of rebels in those 2 northern regions and built up a rebellion. Pro ukrianinas started moving westwards, and by time those regions technically were to be rebellion regions. Those 2 regions in the south were less pro russia, more of regions that Putin wanted out of strategical goals and forced himself into, they being close to Crimea . With the war many people did flee out of those regions, and russians and together with local pro-russians was the basis of of the voting. Among Putin's reasons for attaching all these regions are to keep Ukraine in a dispute over land, which teoretically is a no-go regarding becoming a Nato member, and to create a buffer zone for Crimea
