Biden is the one who not only doesn't understand the Constitution but are very system of checks and balances and the 3 branches of government and their limits. He has overstepped his bounds or had his administration overstep trying to institute laws disguised as policy. He did it with eviction moratorium extension. Vaccine mandates, student loan forgiveness. It's sad to think that the President of the U.S. and members of Congress don't even know how the government in which supposedly they work in operates.
