Most governors have publicly-owned or leased aircraft at their disposal. In a real emergency, the National Guard can airlift. Noem picked out a jet to use to fly to MAGA events, outside of SD and for her own use. You seem pretty desperate to justify her corruption, is there a reason for your fealty?
