  23. No, he wouldn't. If Biden were impeached and removed, VP Harris would become POTUS and Sec. of State Blinken would become VP. If Harris were impeached and removed first, Blinken would become VP. The only way Speaker ascends to the presidency is if both the President and VP die simultaneously.
