Leaders, regardless of their political striping, are often akin to shepherds and they have been that way for thousands of years. Their job is to tend and rear sheep. They also slaughter them. Many would call it sacrificing. The idea that there are good leaders and bad leaders is frankly irrelevant. How many of us will LIVE/DIE based on their shepherding skills is the only point worth analyzing. This is why many are wolves. They recognized the complacency of the shepherds long ago. Many of the shepherds are the wolves themselves.
