I think it was Trevor James Constable who coined the term "sky creatures" as an explanation for UFOS. Animals of the high atmosphere that could change shape, camouflage themselves etc.
It's in Ivan T Sanderson's book Uninvited Visitors: A Biologist Looks at UFOS.
If I remember he didn't impart any civilization to these animals, but stated that they should be considered as a part of the ecology of Earth, much like butterflies or jellyfish.
As a suggestion, look outside during the beginning of a storm.
I've photographed cloud formations that look like jellyfish, tube worms, dendrites (both types) arteries, hearts, skeletons, sailboats etc.
The Earth IS a living ecosystem, from its core to its stratosphere. It all depends on your definition of "life".
