  1. One facet of the problem that hasn't been mentioned enough in my opinion is money. To explain. Decades ago in the U.S. it was decided that there had to be more universities(no child left behind). All one had to do was add acreage and a teachers college or polytechnical institute could then become a university. As a result a country that originally had 50 universities now has over 5,000. To be sure not all schools are created equal. This competition for capital(students) has spread, even to Canada. Any threat(including speech)that upsets that capital(students) must be expunged so that one university can have a higher standing in the post secondary hegemony. Money talks and...you know the rest. It needs to be addressed.
