Lawyers like Schiff know that proving a lack of duty of care(did the President perform actions that, although technically illegal(because leaders don't ever perform illegal actions) did nothing to threaten the U.S. or its citizenry as a whole) is incredibly difficult to prove in court or anyplace else. This is why he is now backing off. Nixon, whether indirectly or directly, allowed a group of individuals to spy on the Democratic Party. Outcome?
