Speaking from my own experience in the province of Ontario, I can tell you that they have lowered the standards in policing forces, such as security and more formal police forces. In the mid 2000's the then provincial government run by the Liberal Party decided to test all security guards in order to make sure that standards were kept. The passing grade for this test, administered by a provincial auditor, was 85% or an A level in British university parlance, not that this MULTIPLE choice questionnaire was the equivalent of anything within that system. Testees were given 1 hour to complete this 50 question test. I finished in 40 minutes and received an 89%. Well, low and behold they discovered that the gross percentage of security agents/officers/guards couldn't pass the test because the vast majority were "culturally" diverse. The passing mark was lowered to 67% or a C. As a result we now have a surfeit of security guards who have neither the street smarts or rudimentary legal smarts to do their jobs and security companies created and owned by the very people that failed the original test. 😑

@ Well, deciding to hire people that have criminal backgrounds certainly doesn't help which certain POLICE forces are forced to do under provincial orders (judiciary).
