  1. It's drug addiction/mental health, not homelessness that's the problem. You want to fix it? You can't. But here is a way to mitigate some of the issues. A. Require (not request) all people currently in parks, sleeping on the streets, etc to undergo MANDATORY rehab for drug addiction. After a successful session(s) they will be reintegrated into society. Those that have mental schisms that cannot be treated(either through refusal by the individual or unresolved abberations) the individual will remain at the relative institution. Possibly for life. B. Those that refuse based on a personal choice but not by the formentioned mental health issues/drug addiction will be placed in a spot(designated by the province) to live out their lives as they see fit. However. They will not be provided with any assistance from society, including food, clothing, medical. If one wishes to live as Cro-Magnon did, go too.
