We have the Youth Criminal Justice Act, which gives almost complete blanket immunity to those under 18 who commit murder, rape, theft, etc etc etc. The typical sentence for murder for those under 18 is 3 years. This is why gangs(specifically of one "culture", utilize teenagers in Canada to commit hits because they'll have a steady supply. Plus, there is a bonus for these "children". Their names can never be released to the public. Ever. Remember this when you decide to visit the shithole known as Canada.
