  1. Why is the US Gov paying the rebuild cost? Surely the ships insurance company are likely to be liable for the repair costs?

  3.  @jaquan123ism  It may take years. Even if the US government pays for the initial rebuild, long term the insurance company should pay up / pay the government back. If I were a US tax payer, I wouldn't want my taxes used to pay for a commercial accident
