  1. it is in my opinion that if a dog bites a person, the owner should be severely punished like it was rape or something, in my experience, it is always the handling of a dog when it is a puppy that sets the standards for the dog in adult life, bring back dog licensing and police them in the streets and parks, fines for not carrying your dog licence.
