  5. 317 councils all changing the lives of already poor people by creating ways to extract money at every opportunity possible from 20 mile per hour speed limit, being caught going over 20 miles per hour and extorting another £88 pounds not for it to be put on your licence as first offence which wracks up insurance policies, this is a ‘ new ‘ idea 💡
