Daniel, not to mention the cost of digging up NYC just to bury power lines. In addition, buried power lines wouldn't have made any difference. The outage was caused by four lightning strikes with a half hour on a critical substation and high voltage transmission lines. This caused Con Ed to shed load on the affected part of their grid. They then tried to bring in power from parts of the Northeast Power Pool outside NYC, buy the power demands were too high and in too short a time. Other operators began to automatically disconnect to save their own equipment from damage. This started a cascade of Con Ed trying to shed enough load that other operators could bring in power from outside the city but not doing so fast enough. Within an hour of the first lightning strike, Con Ed finally shut down to allow other pool operators to begin staged reconnections and bring in enough power to offset load capacity from Con Ed. Given the damage that occured to Con Ed facilities from the lighting strikes and resulting overloads, it was an effort of almost heroic proportions that restored power in only 25 hours. I can see the OP has never worked for a power company, or possibly has had lead poisoning himself.
