  3. The only hope for Highland Park is people like Ms. Harris. Glenda McDonald, the councilperson, is an example of what's wrong with HIghland Park. There's an entrenched black power structure there that's been corrupt to the core, siphoning off what little money the city can raise. If Ms. Harris can keep the money away from people like McDonald, she might have a chance. The reason McDonald was even there was she senses the chance for more profit - for her.
