  1. You are quite incorrect. General von Choltitz was a Francophile that had spent time in France and Paris between the wars. He had a genuine affection for France and the French people. In addition, he believed Hitler was insane, and his orders were no longer operative. He had 17.000 troops in Paris and could have done great damage to Paris if was in the mind to do so. Instead, he surrendered to prevent more deaths on both sides and save Paris from destruction.
