  1. SF's system of "beat special" police was probably unique in the nation. They were were what would normally have been private security that was trained to police standards and supervised by SFPD. A beat special paid a fee to "buy" his beat. The business owner could hire an officer well trained on police procedures, use of force, and firearms to fill in the holes in what the city police officers didn't have the manpower or time to cover. This system went back to the turn of the last century. I left that hellhole in 2005 and didn't realize beat specials had had been discontinued. Just another reason for San Francisco's descent into madness.
