It's just that this department or IDEA WAS given GRANT money. This is how these colleges get MORE MONEY TO OPERATE. Don't be fooled by the operating cost of ANY COLLAGE. They pick and choose where to get GRANT MONEY FROM. THIS IS HOW TAX DOLLARS ARE WASHED.
