@alecerdmann8505 As I already stated, just because you feel like the suburbs and nearby cities "should count," doesn't mean they do. I used another analogy in another comment; if "the greater metropolitan area" counted as "the city," then the entire northern half of New Jersey would "count" as New York City as well, and all of southern California would be one big, Judge Dredd-style mega-city. But they aren't. "Greater metropolitan area" means nothing and is only used to get more federal funding based on artificially inflating population size. If it actual meant something, it'd be the actual city.
