From my limited experiences with British razor wire the 'blades' aren't particularly sharp and it's only the barbs on either side that are, making it more like barb wire in that it peirces rather than cuts. Of course, razor wire in other countries may be different. [That isn't to say that the blades won't cut into your skin if you press hard enough.]
