  1. It's the customer's money and they put their money in a bank in the first place to keep it safe and in the expectation that they will be be able to withdraw their money when needed. Keeping customer's money safe and allowing deposits and withdrawals at will is the whole raison d'être of a bank and customers don't expect their money to be confiscated just because the bank becomes insolvent. Customers aren't shareholders and don't expect to lose their money in the same way shareholders do because of bad decisions made by bankers who won't be the ones suffering when things go wrong.
