The Romans expanded so quickly (at least in Europe) largely because of inferior opponents. To the Germanic and Celtic peoples war was something they did not do for its own sake. Nor did they have a political system that incentivised ambitious leaders to continually expand their territory; territory was usually gained opportunistically rather than by systematic conquest. When faced with their equals or guerilla warfare (like against the Carthaginians or Zealots/Maccabees the Romans tended to fare less well, especially in the later years of the Roman empire, as for example against the Huns. They were not unlike the West until recently where less economically and militarily developed countries who were relatively peaceful came up against an expansionist Europe at the height of its powers.
