  3. That would make for a better security environment for Europe, I believe. The Russians would not feel as threatened and as a result the rest of Europe would not feel the need to spend as much of their budgets on arms spending, freeing them to spend on socially useful things instead.

  4. By being seen to be doing something bold and decisive the Russian government has won a great moral victory in the eyes of its own people, so far without a shot being fired. And that is what is important.

  6. NATO is made up of independent sovereign states and the USA needs them all to be on its side and to consent to its proposed actions. That is, it operates by consensus and if there is none (and there certainly is none here) the USA cannot hope to use the organisation in the event of Russia resorting to military intervention in Ukraine.
