  1. Don't be silly. Even if the USA could do such a thing it wouldn't because it would make no military sense as it can't invade the Chinese mainland and therefore attacking China would be pointless, unless out of pure spite and to send a message. But as the Chinese can retaliate in kind against the continental USA even this would be counterproductive and ultimately futile.
