  1. The United States has allowed itself to become over‐reliant on force at the expense of long term investment in diplomacy and mutually beneficial trade. Unlike China it refuses to use strategic investments in ways that are not perceived by the recipient country as being unfairly exploitative or of being neo‐colonialist in character, such as by making demands which impinge on issues of political and economic sovereignty.
