How would they react? Simple. They wouldn't. Beyond words and token gestures they are as supportive of an impotent UN has the USA, France and Britain are. They no more want to empower the UN than the Americans do because it could be used against them also. Only if they could wrestle control of the UN apparatus from the USA and coopt it would they change their tune. The UN is just a political football that the superpowers kick around to score points of each other and nothing more.
