  1. Since the time of tsar Peter the Great Russia has looked to western Europe as its inspiration and before then I would say it looked inward rather than eastwards. The West (principally western Europe) was rising at that time (industrial, cultural and technological revolutions) and Asia was declining (as a total of world GDP). Only now with the apparent rise of an Asia led by China does Russia increasingly look towards the east, balancing its outlook between East and West.
