Knowing the history of my country it is definitely not true. As any other major country Russia (Ancient Russia, Muscovy, Russian Czardom, Russian Empire, Soviet Union, Russian Federation) did start wars.
Most recent example is Soviet-Finnish war (Winter war in Finnish history) to gather more buffer zone between Leningrad and Finland.
Other examples are some Turkish wars of Peter the Great or, say, Northern War (Russo-Swedish part of it, also Peter the Great) winning which Russian Czardom became Russian Empire.
So two great examples are above: Northern War (1700–1721) and Winter War (1939–1940).
