  1. I am fine with my boss contacting me outside of work hours so long as it is something I don't have to worry about until working hours or will directly impact the working hours. I have had my boss tell me that there is going to be a transit strike or a severe storm etc. and that I could just work from home. Or he would finally get a dataset I needed and sent it to me so I could work on it the next day. I have ever had him call once to tell me that someone we had been working on had just been finished and accepted. I agree entirely with the idea of the law that your boss should not be contacting you outside of work hours for more work related tasks or to ask about work related tasks.

  2.  @LukerYT  And then you get into the problem of international collaborations where you are working with teams all over the world and trying to figure out where different people's working hours are. It seems better to allow sending the messages at any time and they can arrive at any time but you have legal right to do nothing about them until the start of your working hours.
