Fundamentally governments don't want to encourage changes that would encourage people to have children. Sure they will give you some money but that doesn't solve the stability problems. Houses are expensive and seen as investments. If you built enough houses for everyone you would drive down the value of the investment so governments won't do that. You need more education than ever to do well and by the time you have gone through all of that most are just not interested in children anymore. We have also built societies that are accepting of parents. In many places you can't get off work to take care of your kid. You will suffer permanent reduction in income from a child. It also makes the family more precarious. If the husband loses his job the family is often screwed and that also creates a lot of pressure. Dual income no kids is just safer given how companies behave right now. No matter how well you do at work you can be fired just to make the line go up.
