  1. Not renting those places out means no businesses in the area. This lowers the number of people in the area. That not only makes the areas less desirable for people to live near or go to it also drives up crimes which increases the costs for anyone in the area and make it less likely people will want to go there. There should be a vacancy tax from cities that just keeps going up until the place is rented.
