  1. Always? They have two 39mm cartridges. 7,62 and 5,45. 9x39mm is the same case as 7,62. No reasons to invent the wheel again. Case lenght is the same, so you don't need as many new tools. Note that 5,45 case is not necked down 7,62.

  3.  @thesub-5man725  5,45 is not necked down. 7,62 case is much heavier tapered. You can see the difference when you compare the magazines.
