I think it's too charitable to say that the government have just made a mistake with the incentives structure (i.e. by saying they'll reduce immigrants' benefits or by putting immigrants up in hotels). These aren't errors, they're policies which have been designed by Roderic O'Gorman and like-minded civil servants to ensure that immigration continues apace.
