  1. Chernobyl was an old design as are most reactors. And we kind of know what effects X does of radiation has. If it isn't over a certain threshold it increases your risk of cancer related illness by a certain percentage, if it is over you get radiation sickness. The answer is well built, well situated and carefully though out nuclear program but unfortunately we have politicians in the way.
